Participants at a Quebec forum brainstormed ways to improve education for students with special needs, including reassessing the inclusion of students into mainstream classrooms. Just 25% of students who have special needs receive a diploma or qualification, said Line Beauchamp, the province's education minister. "We have the right to ask whether we made the right choices in the past," she said.
