Widespread budget cuts in Illinois have led to the closure of several mental-health and disability facilities and reduced services for children with mental-health issues in the state, some advocates say. As a new veto session opens today, some mental-health advocates are expected to ask legislators to restore services and reverse the closures, but lawmakers say they have few options to do so amid ongoing budget constraints.
