Baltimore educators say school officials discourage suspensions

Some teachers and principals in Baltimore say school officials are intentionally suspending fewer students to keep certain schools from being classified as "persistently dangerous" under NCLB rules. City schools chief Bonnie S. Copeland and other officials have denied any such practice.
