Teacher groups take Texas schools chief to court

The Texas Federation of Teachers and Texas State Teachers Association filed a lawsuit against Texas Education Commissioner Shirley Neeley, alleging she illegally implemented new rules making it easier for elementary schools to skirt required class size limits. A spokeswoman for the commissioner's office denied the allegations, saying Neeley is "100 percent supportive of the 22-to-1 cap and is proud of that law."
