ATA: Congestion pricing won't fix delay problem

Air Transport Association President and CEO James May says aviation officials should focus on increasing airspace capacity rather than trying to force a decline in demand through congestion pricing. Transportation Secretary Mary Peters has said she favors tweaking "market mechanisms" in an effort to control delays -- a plan airlines say will lead to higher prices for passengers but no relief for congestion problems.
