Administrators' newest challenge: Camera phones

Some students in the Minneapolis-St. Paul area are using camera-equipped cell phones to discreetly photograph other students and tests. School administrators say the devices are so small and hard to detect that school policies limiting their possession and use are difficult to enforce.
