EPA considers relaxing controls on power-plant emissions

The Environmental Protection Agency is moving to make pollution standards more lenient on power plants. A new proposal would change metrics to an hourly rate of emissions rather than annual output. As long as power plants kept below historical maximums per hour, they would not have to install pollution-control equipment, even if their annual pollution output increases.
