Barnier considers tougher fines for rule-breaking banks:

Michel Barnier, internal-market commissioner for the EU, said he is considering tougher penalties for banks that violate rules for corporate governance or market abuse. "The aim is to have a more effective, more coherent and more dissuasive sanctions" system, Barnier said. "Not everyone will like it, but it is a debate we cannot afford not to have."
