EU's plan to unify skies, cut air-travel delays hits obstacles

Siim Kallas, transport commissioner for the European Union, said the EU's plan to remove national barriers for air traffic and create a single set of efficiency standards for air traffic control agencies is facing opposition from national governments. The European Commission and the EU governments agreed this year to ramp up the "Single European Sky" effort, but Kallas said it is now at risk of failing.
