IRS implements process for foreign return preparers to obtain PTINs

Foreign return preparers and U.S. citizens who do not have a Social Security number because of a conscientious religious objection will be able to obtain preparer tax identification numbers under a two-step process announced by the Internal Revenue Service last Tuesday. The IRS also announced transition relief for such preparers to give them time to comply with the procedures.
