Mowing liens help Florida city cut down number of unkempt lawns

The city of Cape Coral, Fla., was able to reduce the number of foreclosed properties where it needed to pay for mowing from 1,400 lots in 2009 to 964 lots this year, by levying lawn mowing liens and through a city program that charges banks for mowing yards of repossessed homes.
