U.S. spill panel cites knowledge gaps in drilling-rig inspectors

Government rig inspectors lack knowledge of safely lining and cementing offshore wells, the White House panel probing the Gulf of Mexico oil spill says. During a set of interviews conducted by the Department of the Interior, inspectors said they know little about the techniques and rely on companies for information. "All they get is on-the-job training. It really is fairly startling, considering how sophisticated the industry has become," said William Reilly, co-chairman of the commission.
