The plan to allow students to consolidate college loans into a single bill and perhaps save money carries with it some tricky details, Ron Lieber writes. Among the things borrowers need to know: Private loans from banks aren't eligible for the program, and the plan can make borrowers eligible for more loan forgiveness if they take certain public-sector jobs.
