SSA looks to broaden who can get same-sex-spouse survivor benefits

The Social Security Administration is working with the Justice Department on rules to provide benefits to surviving same-sex spouses that will stand up to court challenges, acting SSA chief Carolyn Colvin says. Federal law may require the SSA to use residency, rather than location where a marriage was performed, in approving survivor benefits, Colvin says.
