United hit with $1.1 million ground delay fine

The U.S. Department of Transportation has fined United $1.1 million for tarmac delays. The delays happened on 13 flights in July during thunderstorms at Chicago's O'Hare International Airport. The fine is the largest ever levied by the federal government. Passengers were on the planes for more than four hours.
