British schools reform plan takes heat

British Education Secretary Ruth Kelly defended the just-released white paper to skeptical Labour members of Parliament who questioned whether proposed independent "trust schools" would exclude hard-to-place students in their admission practices. Some complained the proposed reforms will weaken and marginalize local authorities.
