California water-intake plan nears completion

California's $1 billion Freeport Regional Water Project Intake Facility is expected to be completed next year, officials say. The facility, which will divert Sacramento River water to a pipeline-and-canal system, is intended to maximize efficiency by taking advantage of the river's curve. Eight pumps will power the plant, which is expected to ease the burden on San Joaquin County groundwater basins.
