Republicans question Interior Department's climate proposal

Interior Secretary Ken Salazar's plan to form a Climate Change Response Council, which would allow the agency's units to coordinate measures to curb carbon emissions, could burden taxpayers as well as affect businesses in the western part of the U.S., Republican lawmakers said in a letter. The move could block done deals between the states and Interior agencies on oil and gas developments and renewable-energy projects, the lawmakers added.
