Oil, gas royalty-collection agency worries industry

The oil and natural gas industry expressed concern about the capability of the Office of Natural Resources Revenue to impose fines worth millions of dollars against companies, particularly in the aftermath of the Gulf of Mexico spill. "We are worried about an adversarial process," said Allison Nyholm, a royalty expert at the American Petroleum Institute. "There is huge discretion in the fines. That is where the rub is going to occur."
