Puppy-mill measure worries Missouri breeders

A ballot initiative in Missouri, known as Proposition B, seeks to crack down on puppy mills in the state and some licensed dog breeders are concerned about the costs of meeting the proposal's requirements. "The regulations they want to put into effect are so cost-prohibitive" and could eliminate a number of licensed breeders in the state, the Missouri Pet Breeders Association's president said.
