Commentary: U.S. could fine itself in JPMorgan settlement

Any settlement between the U.S. government and JPMorgan Chase would involve fines relating to Washington Mutual bonds that JPMorgan acquired, Francesco Guerrera writes. JPMorgan contends that the Federal Deposit Insurance Corp. bears responsibility for those payments, creating a situation in which one federal agency could potentially be forced to pay another if JPMorgan's interpretation is upheld, Guerrera writes.
