About 1 in 10 Americans say their health care situation has improved since the passage of the Affordable Care Act -- but almost half admit they're confused about the reform and don't know where to find information. That suggests the government's outreach efforts aren't good enough, says insurance analyst Doug Whiteman. "It is discouraging that there is so much pessimism. ... The law is over three years old, and so many people aren't getting the information," he says.
