NCLB demands on special education students: Necessary or unfair?

NCLB requires that almost all special education students take the same standardized tests as others their age, and, by 2013-14, meet the same benchmarks as their nondisabled peers. Some say holding all students to the same standards eliminates low expectations and excuses made in the past for special education students, while others contend the new demands are unrealistic.
