Draft bill in House, Senate would limit EPA's power plant rules

A draft bill from Sen. Joe Manchin, D-W.Va., and Rep. Ed Whitfield, R-Ky., would block the Environmental Protection Agency's emissions proposal for future power plants and limit its rules on existing plants. The EPA's proposal for future coal-fired plants would limit emissions to 1,050 or 1,100 pounds of carbon dioxide per kilowatt-hour. The House Energy and Power Subcommittee plans a hearing on the bill Nov. 14.
