Senate bill would raise the stakes for "patent trolls"

Sen. Orrin Hatch, R-Utah, has proposed the Patent Litigation Integrity Act as a means to deter "patent trolls." The measure would require parties that file frivolous and meritless lawsuits to pay the legal fees of the defendant and put up a bond in case they lose. Separately, a coalition of tech companies is urging quick action on a bill by Rep. Bob Goodlatte that would reform the patent-issuing process. The tech companies argue that more time should be spent considering patent applications than on analyzing their claims after issuance.
