In midsize cities such as Tucson, Ariz., Kansas City, Mo., and Cincinnati, construction of streetcar projects has spurred development in surrounding areas. "Rail is not a temporary thing where a bus route is," said Jim Moll, a broker of Coldwell Banker in Cincinnati, where a $150 million project is being planned. "Those streetcars, they have to stay on the rail. That's the defining point."
