Virginia seeks best way to test English learners

The Virginia Board of Education voted last week to ask the U.S Education Department for more time to develop an alternative test for English-learners and permission to use a test next spring that the federal government had rejected last June, because the exam didn't cover the same material as did tests for fluent English speakers.
