Measure could open up small-biz dollars to larger firms

The Small Business Investment Expansion Act of 2007, if adopted, will allow companies whose majority owners are venture-capital firms to qualify for the Small Business Innovation Research Program, increasing access to funding. Opponents of the measure, however, say that the bill would allow large companies to benefit from small-business grant-and-contract programs.
