Agencies near agreement on plan to help homeowners

The Treasury Department and Federal Deposit Insurance Corp. are close to making final a plan that could move more than 3 million homeowners into more affordable mortgages. Under the proposal, the government would share some of the burden with lenders for losses on the modified mortgages. The plan would cost the government between $40 billion and $50 billion.
