Scovel: Plan to jump-start NextGen would mean dramatic change

A plan to give preferential treatment to airspace users who install new avionics systems under the NextGen ATC program would represent a dramatic change in the FAA's traditional "first-come, first-served" policies for providing ATC services, Department of Transportation Inspector General Calvin Scovel III told a congressional panel this week. Scovel said the details of the policy would need to "ensure equity among users and implementation at specific locations."
