Senator's plan would allow highway funding to move forward

A key Democratic senator has proposed a compromise that could accelerate a portion of funding for highway repairs. The plan by Sen. Richard Durbin, D-Ill., would allow billions of spending on transportation projects to move forward. However, it would postpone the decision on how to renew the highway spending program until after next year's elections.
