The federal blue-ribbon commission should require nuclear plants to transfer their used nuclear fuel rods from pools to safer concrete casks, said Massachusetts state Sen. Dan Wolf. "There is general consensus that encasing spent fuel in solid containers is safer than storage in a pool. The Fukushima plants in Japan used both liquid storage and solid encasement. Solid storage canisters survived the disaster and continue to guard against release. Pools did not," Wolf said.
