China to step up air monitoring in 16 areas

China says it will improve data collection related to air pollution in Beijing, Shanghai and 14 other cities and provinces. The plan is expected to take up to five years to implement. Separately, China is facing a shortage of natural gas that could hamper anti-pollution efforts that depend on a reduction in coal use.
