Report: Progress of students with disabilities under NCLB unclear

Under the No Child Left Behind Act, states generally set their own standards for measuring the progress of students with disabilities. Such variability among states makes it difficult to determine how well students with disabilities fared under NCLB, according to a recent report. "Although the ESEA may be straightforward in its overall objective to improve the achievement of all students, the numerous provisions and regulations may make it challenging to determine exactly how well [students with disabilities] have been performing," according to the authors of the report.
