Riverside tollway source of political friction in Dallas

How best to develop Dallas' Trinity River banks, which cut through the city's downtown, has been a source of friction for the city. The question has pitted a city councilwoman against the rest of the government and much of the business community. Voters will decide whether the planned road at the center of the conflict should be scrapped.
