The U.S. Senate is expected to take up cybersecurity legislation when Congress resumes after the election. Administration officials believe that a compromise on the bill, combined with an executive order, may overcome objections by business interests and privacy advocates. Meanwhile, the U.S. is arguing that an international treaty on telecommunications to go before the United Nations should exclude cybersecurity doctrines, saying that "one-size-fits-all" language won't work.
