Federal sugar program pushes American candy makers abroad

Independent candy store owner Erin Calvo-Bacci is looking to expand her Boston-based business in Canada, where sugar prices are lower. Dum Dum lollipops is moving operations to Mexico for the cheaper sugar. At the root of these moves is the federal sugar program, which is designed to keep the price of American sugar above that of the world market, an issue that farm bill negotiations will address this week. Recent studies have shown that eliminating the price supports would create 20,000 jobs.
