Should PD, training decisions be guided by teachers' evaluations?

There has been a major shift in teacher evaluations nationwide, with 35 states and Washington, D.C., now requiring that students' achievement play a major role, according to a study by the National Council on Teacher Quality. While noting that an ideal system isn't in place, Sandi Jacobs, NCTQ vice president, said systems should give teachers feedback and opportunities to improve while guiding the quality of teacher preparation and professional-development programs.
