Obama's claim of 16 tax cuts for small businesses is dubious

Robb Mandelbaum examines President Barack Obama's claim that his administration has cut small-business taxes 16 times and finds it lacking. While some of the provisions aren't all that different, some are actually incentives that require businesses to spend money they wouldn't otherwise spend in order to get the credit.
