Appeals court blocks lower court's stop-and-frisk order

A federal appeals court has blocked implementation of a lower court's ruling calling for changes in the New York Police Department's stop-and-frisk procedures. The appeals court also removed the trial judge, Shira Scheindlin, from the case, saying she compromised the "appearance of impartiality."
