California will soon experience the benefits of shale oil and natural gas production after Gov. Jerry Brown signed into law a bill that would adopt rules for hydraulic fracturing, writes John Kemp. Fracking will be required to tap the state's Monterey and Santos shale formations, which could hold 15 billion barrels of technically recoverable oil based on Energy Information Administration estimates. The drilling technique could also help overturn the decline in state's aging oil fields, Kemp writes.
