Columnist: Contradictory test patterns defy easy analysis

New York Times education columnist Michael Winerip says discrepancies between federal and state test results can make interpretation nearly impossible. He says that Florida resolved the paradox of having about two-thirds of its schools failing under federal measures yet succeeding under its own by winning approval to use lower standards that ensured hundreds more schools made adequate yearly progress.
