Analysis reveals lenient enforcement of immigration document rule

The form I-9 system that requires all U.S. employers to have a file for each newly hired employee is intended to reduce the demand for illegal employment. However, an analysis by the Associated Press found that most employers whose I-9 record-keeping is questionable are not being punished. Many employers who are audited have only received warnings if their workers' legal status is not proved, while some others are fined and few are arrested, the AP report added.
