An opt-out consent model, based on the expectations that patients will allow provider access to medical data without prior consent and that individuals have the choice to block access to their information, can be the best strategy for health information exchanges, said expert Anna Daly. "The model requires education of the patient population prior to launch and a trusted network of providers," she said.
