English language requirement has flaws, Vietnam official says

A lack of qualified English teachers could delay the possibility of mandatory English language courses in Vietnam's primary schools, said Le Tien Thanh, director of the Ministry of Education and Training's Primary Education Department. Thanh suggests that instead of enforcing a mandate for all schools if the referendum passes, Vietnam officials should test the program only at schools that are ready for the change.
