Seattle light-rail plan ranked high for federal funding

A plan to build a light-rail system in Seattle received a promising boost from the federal government, with the Federal Transit Administration indicating it will approve the $1.7 billion project for federal funding. The administration gave the Sound Transit project its highest of five ratings, which doesn't guarantee the system will get the $700 million officials are asking for, but it puts the project in a strong competitive position.
