Corporations, banks and even consumers could be poised for a return to more liberal spending, as the pre-election uncertainty ebbs and Republican low-tax, anti-union and other policies gain momentum. "Even a small improvement in confidence will send some of the cash hoard to the cash register," writes Reed Construction Data Chief Economist Jim Haughey.
