Democrats seek a way to compensate for 3% withholding repeal

Senate Democrats are seeking a way to pay for a measure passed in the House that would repeal a requirement that governments withhold 3% of payments to contractors. The House would offset lost revenue with changes to Medicaid. The Senate could vote next week on a bill that would cut elsewhere, said Sen. Richard Durbin, D-Ill. One possibility suggested by Senate Majority Leader Harry Reid, D-Nev., is to cut a tax break for corporate-jet owners.
