Does school-voucher system discriminate?

The Justice Department is investigating whether Wisconsin's school-voucher program discriminates against students with disabilities. Advocates for students with disabilities say many schools participating in the state-run program, which provides taxpayer-funded vouchers for low-income students to attend private schools, are under-enrolling students with special needs. State officials argue that the program is not subject to federal regulations.
