Official: Kansas might not be prepared if health care law stands

Kansas joined a lawsuit against the federal health care law, and Gov. Sam Brownback refused a $31.5 million federal grant meant to help the state set up a health insurance exchange. As a contingency should the law withstand legal challenge, Kansas Insurance Commissioner Sandy Praeger is planning for a possible state-federal partnership if the state runs out of time to create its own exchange. Kansas insurers say they still want the state to run its own marketplace.
